- Site is located at Old Wharf Road directly to the north of the Red River Beach Parking Lot. New tide gate installed as part of the Red River restoration project. Implemented as part of the Cape Water Resources Plan, the project involved two culvert replacements behind the town beach. The project was implemented by the Town of Harwich and included a new culvert and gate within the upper marsh to prevent storm flooding of an abutter.

- According to the O&M plan dated 12/14/2012, the operational goal is to manage high tide levels to prevent tidal flow onto the driveway at 104 Julien Road while maximizing tidal exchange in the marsh. "The tide gate will be set to restrict the proposed high tide level at the Upper Marsh to elevation 2.5 NAVD88"." Additional and specific operation notes are present in the O&M plan.

- According to the O&M plan dated 12/14/2012, the culvert was fitted with an "adjustable combination slide and flap gate, manufactured by Whipps Inc. of Athol, MA."
